In the short term the answer to your question is that the ISS has been the largest section of NASA for 30 years and any move away from space stations will effect these peoples careers so we have to have a Lunar station first.

I dont think even NASA knows. One of the justifications for the Artemis program is to go to the moon so we can go to mars which brings up the question , Why do we want to go to mars? I think science could be done on the moon and perhaps things like large radio telescopes could be built in a crater but weather that would be worth the huge expense is debatable. Space beyond earth orbit seems to have no commercial potential for the foreseeable future.
