a) The proportion of people with minimal willpower is roughly constant over generations. While historically that hasn't been an issue, the insistence on having maximum employment/education in the population has forced low willpower people to get involved in society.
b) The accessibility of activities that activate the brain in the same way as addictive drugs has increased over time.
Conclusion:
The things we call degeneracy are symptoms of a deeper problem in modern society.
