Wetness refers to the fact whether someone is comfortable with a large amount of water on them. Water vapor is on us all the time but no one cares cause it's miniscule. However if someone has a liquid spilled on them or they get caught in the rain. However this is a spectrum in wetness that's why their are words such as soaked and drenched. Situation also matters as spilling wine on someone at a party would make them wet, however a swimmer would not be. Well I mean they would be wet but they wouldn't be exclaiming "oh lord I'm wet!"

This only enforces the arbitrary nature of the term. If we suppose someone starts dropping molecule by molecule of water on you, at what exact number of molecules would the transition of "not-wet" to "wet" occur? Furthermore while it would be an odd statement to make (especially with the emotional tone you inserted) the swimmers statement could be argued is not only factually correct but more so than by someone spilling a glass of water on himself.
