Usually depends on bandwidth and how many ports you have available for cross-communication, there's not a set rule for this aside from expanding your bandwidth accordingly to the number of customers. There's also the fact that you should always have some sort of DDoS protection for your servers.

You're getting the same answer because you haven't provided enough variables. You can't ask "How big of a dam do I need to create a reservoir" without providing a lot more details about the area you want to build the reservoir. Likewise you need to provide more details on the amount and type of traffic average "salty scriptkiddos" generate. Also what equipment will be in the racks at the datacenter? What will be the network topography? What about the size and number of connections from the datacenter to the upstream hub?
You're looking for a simple "4254 salty scriptkiddos would be required to knock out a datacenter" type answer but you will not be able to get such an answer (accurately) unless you can define and quantify a whole bunch of parameters first.
