What would a theory of everything NOT explain?

When physicists talk about ToEs do they mean a complete theory of physics or a theory that encompasses all of the other possible fields of knowledge? Or do they think ultimately, everything is reducible to physics?

It is hard to imagine how a ToE could predict the language and thoughts in everyone's head or how it could solve problems in the philosophy of science, metaphysics, and epistemology.
