Any hope that it fails is a desire for its failure to create an actual cultural change that will prevent this type of waste from happening again. If it succeeds, everyone will forget what a fuck up it has been and worse, everyone involved will be showered with bonuses and promotions so they can go on to fuck up even more projects.
In the short term, a successful launch and deployment is a win for astronomy and many related fields of science. In the long term, it justifies the glacial pace and gross waste of resources that could have produced much better results had they been managed better.
