On the near side yes, but that's just because the dark regions (mare) are relatively recent volcanic activity, and they covered up any earlier craters.

That craters near the pole are also more defined in that picture, because they are illuminated at a steeper angle.

along with what the other anon said, it' could also be due to Earth shielding the moon so the majority of sucessful impacts hit towards the moons N and S poles
