The 2008 Congress report on EMPs said that because key substation transformer components aren't made anywhere in the Americas an EMP would cause 12-18 months of total blackout, with anywhere from 60% to 90% of the affected population dead from either famine or ordinary maladies rendered untreatable by the lack of hospitals. It said that the USA had no capacity to deliver enough food to any built-up area with more than 20,000 people if they had just 5 months of no power.
