There exist multitudes of examples thoughout history of the same invention being developed independently of each other, sometimes even nearly simultaniously.
And It's not like I said "just get rid of all rules and let everyone do whatever they want"
I already proposed a system that gives the origial inventor recognicion and a way to earn money from his invention.

If the inventor doesn't want that, he can also just not patent his idea at all and just try to keep it a secret, (e.g. the coca cola recipie)
