Once again. The accepted definition for what is called artificial intelligence in computation is an agent that acquires information through percepts and makes a decisions based on that.
You could build an algorithm that is just a big spreadsheet of possible situations which it uses to react to every possible percept. This is an AI.
I think you are talking about Artificial General Intelligence, which we of course have not yet achieved. AI is an extremely broad and simplistic class of algorithms that virtually every ML technique falls under. They aren't two different things. ML is a specific case of AI.
