Canadian heat spike

At approximately 7:00am, only for about an hour, a heat spike in Coppermine Canada spiked in temperature from -28 degrees Celsius to 28 degrees. See pic related. The data from the below link indicates a spike in humidity as well.

I did notice that this area seems to be right in the center of a military base, but outside of that I'm not sure what to make of this. What does /sci/ think of this? Is this simply an error? If not, what could cause something like this to occur?
