Oxygen deprivation to brain tissue causes irrepairable damage which is why in humans anything over 4 minutes without blood flow means severe enough brain damage that death is irreversible. It would be similar with any mammal, so the answer to your question is 'no'.

Yes. For example, every single neuron in that dog's brain is in pieces now. Unless you magically find a way to repair them, which I believe is impossible, then no, that dog couldn't be revived.

If you have a glass of water with ice in it and you try to freeze it so you can save the exact state of the ice and revive it in the future

But the chances that it wasn't disturbed while freezing are crazy and that it doesnt get disturbed while thawing are crazy on top of that. Its not likely.

On the other hand, future technology could concievably still revive the orginal glass of ice by reconstruction based on careful scanning of the disturbed ice. Physics simulation could basically be run backwards to undo the disturbing and from there either run a simulation of the reconstructed glass or use the information to synthesize a new glass with ice which is made to be exactly according the the information reconstruction

the russian dog head wasnt dead to begin with, it was at first still attached to the dog when they hooked it up on the neck to a iron lung circulatory system to saturate the blood with oxygen, and then they cut the head off. it was not a reviving of a dead head, it was just on life support.
