To train elite operatives on rotation on operations in low g enviroments, as well as learning how to operate vehicles in adverse conditions. (though you can already get a lot of this kind of thing.)
Other than training there are no real objectives. I mean similar things can be done in the arctic desu. The military doesn't move on a whim. It would take serious institutional momentum. Space Race is also genuinely considered a demilitrized zone. Relatively speaking.
NASA flag planting mission is the best kind of instutitional support current politics permits. There is just not a large enough support base. Which is why Elon is such a relative e-whore.
#1 Political Elite don't find it meets their objectives.
#2 Doesn't make anyone richer
#3 No Strategic objectives, unlike the moon which can be built out into a massive deep space port
#4 There is no real support in the broad public. It's not a political issue or fear.
So it becomes an altruism project, and maybe an escape hatch for a few crazy enough people. It's a desert. You also have a hard time selling this land for practical purposes.
Would be dank if you could build out the theory that nukes where used based on that speculative work of whoever the fuck that guy was. But genuinely this is a hard sell. It's very very high risk.
