Do PhD admissions in STEM discriminate against native-born Americans?

First, I want to make clear that this has nothing to do with race; I'm talking purely about country of origin (whether from EU, China, etc).

It seems that international students are overrepresented in top STEM PhD programs (at least half of attendees or more). Americans I went to undergrad with have 10x better resumes and research experience than some of the foreign students I see admitted to top PhD programs on mathgre.com, yet they were all rejected.

I believe that there's probably a sort of "chain migration" effect going on in admissions at these top programs, where people from various countries outside the US were able to make their way into the system and give priority to international students in the admissions process.
