They are both types of human engineering, crafts rather than a science. The “why” is not central to the craft. Only if something works or not. Psychiatric research is mostly calibration rather than hypothesis testing. Or if you prefer, the only hypothesis they test is “X will reduce Y symptoms better than the present standard of care” or “X has less negative side-effects than the present standard of care”. In a fundamental sense, how the brain works is irrelevant to psychiatry.
