Why does the adult clitoris grow when exogenous testosterone is taken by women but the adult penis does not grow when a man takes testosterone? The clitoris and penis are homologues and come from the same embryonic progenitor cells, so shouldn't the penis and clitoris react in similar ways to testosterone?

The question is by what mechanism does the penis stop responding to testosterone (and other hormones). How does the penis differ from the clitoris in this regard?

The clitoris hasn't responded to testosterone, so it can still grow a bit.
The penis can shrink if you replace your testosterone with estrogen.

Yes, I get that. But after the penis has grown in puberty do testoterone and other hormones, what mechanism stops it from growing further? What happens to the penis biochemically at that point so that growth is halted despite testosterone being present?

Could it hypothetically be possible to induce growth of the adult penis if androgen receptors were to be upregulated again? I saw a study on rats where the amount of androgen receptors in the penis decreased as DHT was given to them, so there's a negative feedback loop going on there. If one could upregulate androgen receptors and then administer androgens to the individual, it could potentially be possible to induce growth of the penis.
