I've watched nearly all of the footage from the TicTac event and I don't think anyone every reported the TicTacs having a glowing appearance, so that is a bit of a problem for the laser plasma.
I don't know what the radar plasma looks like, and I've never seen the appearance described in anything I've read about it, but maybe it looks different and more like the opaque white object the TicTac observers described.
If anyone can find anything about what the Radar plasma looks, that could potentially be the definitive evidence for settling the TicTac mystery.
