Okay, I am fucking pissed. I am paying thousands of dollars for this, the LEAST I expect is a yes or no simple email.
Do I message him telling him it's unacceptable (considering I am paying money for this) or do I message administration first?

I am trying to find out if there are any positions to help Ph.D. students or other academics with their research. The role of this professor is to answer questions like this. My GPA is over 4.0 and I have sent two extremely polite, almost sycophantic, emails about this. The least I expect is a "no, fuck off". But he has ignored me both times.

If this is a STEM professor and you’re at a uni with a research program (which I assume you are, given your question) it’s laughable that you think you’re paying his salary. He applies for research grants and the university pays him out of those, assuming he’s not a shit researcher. Your money goes to administration and facilities. He is not in any way dependent on you for his career, so drop the entitled fucking attitude

Do you have any idea how many emails we get on a daily basis?
To maximise your chances of getting a reply, keep it brief, to the point, and if all else fails and it's of dire importance, contact someone else who can pass a reminder on in a non obnoxious way (the admin person for the department is usually a good choice).
Teaching is also not the highest priority of academic staff and we aren't paid from your tuition. Your tuition is mostly used to pay useless administrators who are the human equivalent of bloatware and shitheads who manage the university's endowment, and we get fuck all.
