Is evolution teleological?

If not, how did complicated biological structure pop into existence? I get that natural selection dictates that the fittest mutation will get amplified through the generations, but that does not explain the processes that lead to the creation of the first such mutation aka the origin of species. “Random” mutations doesnt cut it because it is impossible, without a flow of information from the environment into the genome, for a uniformly random mutations to result in the growth of complicated structures like eyes, the brain etc. Furthermore more there is no evidence to suggest that they are totally random.
