well anon in this situation it's not particularly extreme high tech that we can't imagine... just need a lot of energy to power up giant fans or whatever lifting device you're using..

Try Venus first because it is closest so can be supplied from Earth/Luna.
Your city needs to be protected against high winds (in any of our gas-dominated planets). For Venus you also need to acid-proof the outside.

I don't find this to be very practical, you'll need many very huge balloons. Many tenths of times the volume of the flying city.
