We have no way to estimate the "plausibility" of this. We don't have any rules on how universes are allowed to become universes.

I think Hawking argues that universe is self-bounded such that it exists and comes into existence by itself without requiring anything from outside. Universe's total energy is zero and it requires nothing to make universes so they just make themselves. He says it in different words.

I unironically advise you to watch Through the Wormhole, it was probably first or second episode where they dicuss the origin of the universe. They don't give you a full answer but there are theories.
