If you want a genetically healthy population, you need
1) diverse as possible: to prevent genetic disease, you need a large gene pool, this is bio 101. No amount of shit-flinging can deny this fact. Look at all the genetic problems of any dog breeds. Breeding as diversely as possible = lower genetic disease.
2) A natural selection tool. For example, people who post on 4chan would be culled pretty quickly from society, as they are more likely to contribute nothing. Are you willing to cull your own breeding/life to show you believe in your ideas? If not, then there is a flaw in your idea. Because your idea becomes "Do what's good for the population" to "do what's good for the population as long as I'm okay with it", and therefore no one should take you seriously
If you want real change, CRISPR/cas9 babies is the way. You need, at MIMUM, age from being born to puberty to birth (over a decade) before you can even get to F2 population, and more than likely no one is going to do anything until 18, so almost 2 decades.
By F3, almost 4 decades will have passed; we'll have perfected CRISPR/cas9 by then (In a few years, we've already mastered it at a cell-biology level, its absolutely insane how easy it is for me to do genetic screen knockouts/GFP knockings/etc compared to like 2012)
For a stable world, you need to erase racism; by interbreeding all human populations until there are no more "genetically pure" people, you get rid of a LOT of hereditary disease, and races don't really exist anymore. As globalism opened up the world, intermixing geographically isolated people is the norm, and in about 100-200 years almost all races won't really exist except in history books.
I abhor the loss of specific cultures and different ideas to globalism, but I imagine we won't see diverse cultures again until we separate into distinct populations in space, if we don't all die first.
