Why don't they just switch the rocket boosters on sooner than 3 seconds to impact?

because by the time it will not have any more fuel than a 3 second burn. the header tanks are small to save weight for payload and fuel for the launch, and the the little fuel remaining in the tanks is sloshing around to much to feed the turbo pumps reliably https://www.youtube.com/watch?v=KycyWcxWTcY

so? the mars mission profile says after launch they have to be refueled in low earth orbit by a tanker starship, but regular orbital missions use up all the fuel , and only the header tank fuel will be left, it does not change anything on the fact that the suicide burn is the right choice

Its about terminal velocity, the short landing burn is because it isn't needed before that. On mars it will actually start the burn higher up because of the thin atmosphere.

Are you unironically telling me they didn't design it from the start with those considerations in mind?
If they made it like a standard rocket from the start, there is basically zero chance they can change the design on-the-fly.
