It runs on a really big cluster, so it's kinda impractical to sell the software. It uses non-trivial amounts of electricity, so they can't really allow free use. Also they probably don't want the general public to make mountains of photorealistic CP with it.
Although, you can train it yourself, but it cost them ~$4.5 million in electricity, let alone hardware, to train it, so don't expect great results unless you're willing to throw some resources at it.
