That it isn't considered a mineral except when it occurs in nature is a curiosity of the definition, but in this regard water ice is not unlike any other naturally occurring mineral that can also be made in a lab (which is just about any of them). The answer to OP's question is a clear and unambiguous "Yes". Water ice is a mineral, therefore water ice is a rock.
