it is included in windows pajeet, it's just hidden. They are obligated to include it (because of Competition and Antitrust Laws), along with a Linux iso. You just have to delete the protection system

Just search for cmd, run it as administrator, write:

takeown /f c:\Windows\SysWOW64* /r /a /d y

And then
Remove-Item -path C:\Windows\SysWOW64 -recurse -force

That should do it, you can then find it with the search bar
