Engineers do “build” things and they’re called designers. The problem is that these jobs are basically impossible to get because companies insist on 5+ years of engineering/design experience that you can’t get anywhere. So new engineers are left competing for “engineering” jobs like the OP which are really just managerial jobs that 40 years ago would’ve required nothing more than a GED
