What causes the sexually predatory behavior commonly seen in men?

Priding themselves in being rational, why are they unable to control their primitive emotional desires?

Scientifically speaking, why are women unable to walk down the street without having some creep eye-rape them once every 10 seconds?

And what evolutionary pressure can we put on men so that future generations don't have to deal with this?
