I remember back in the 90s, when UAVs were first starting to become a thing, everyone was talking about the possibility of putting weapons on them and people were acting like surely they would be used only for observation.
If you can genetically modify a baby to make it smarter its going to happen, its going to become common place and there is no point in asking about these things.
