Can anyone tell me what's going on here? This is not homework, just learning about backpropagation/neural networks for fun.

I never took multivariable calculus and I dropped out of school before I finished linear, but Ive been able to work through this book up to this point without much trouble with existing knowledge + online resources. However, I have no fucking clue what he's doing between equation (36) and equation (37)
Where the fuck does the summation come from? How the fuck does he gain access to the activation output? Am I missing something about how how the chain rule works?
There's a similar step at the start of the BP2 proof, and I am similarly befuddled
