If the laws of physics were different then yes, everything would be different. But the laws of physics themselves weren't "written", they're not eternal metaphysical "rules" that exist independent of the universe. Laws are more human conceptions of phenomena than actual things, laws themselves don't cause things to happen, they're just a way for us to explain consistent material behavior.
