Because there is tissue there that they break through into the sinuses (spaces) and into the brain.

Most particles will be trapped by nasal hairs. If smaller or somehow avoids it, the conchae and air currents and gravity in your nose will move it downwards into your oropharynx. If it somehow is going against all that (ie is being intentionally done) then the cribriform plate of ethmoid bone is dividing the nasal cavity from the anterior cranial fossa. If it can go through the cribriform plate by breaking it, then you're being lobotomized.
