I don't, however, doubt that wealthiest "black neighborhoods" still have a relatively high crime rate, since black people who earned their money through legitimate means don't generally remain in Black Neighborhoods, they become a part of a mixed neighborhood.
The "wealthy" black people who still live in Black Neighborhoods are ones who were born poor, then did enough crime to lift themselves into wealth.
