A while ago I thought about a reason to this behavior which I hope it explains a part of it. It’s kinda like not getting laid for too much time and being mentally left behind by their puberty desires. For instance, if you had a crush on someone in your childhood / adolescence and constantly desiring them without interacting enough to overcome the luscious (or rather giving it a conclusion) it may eventually end in you constantly longing to fuck the physique until you take a liking to similar ones and that is where the problem begins. Now, that term of maturity may suit our modern etiquette, however in past ages (and still in some countries) age of consent matches between childhood and puberty (roughly 14 to 17), I believe this is the same reason as stated above, that, adding the fact that during your growth spurt you develop identity, and most of your memories, likings, information, etc come from there, meaning it really leaves a mark in your life, the ones who came up with that kind of age were the same as the lolicon bureaucracy who, just out of horny lololol, married at their 16s and had children the same year, and also, of course, they’d grown into a greatly despised religious gerontocracy. Conversely, in the current timeline, the priests who were involved in sexual abuse of underaged did that because of their lack of sexual activity due to devotion and the vow of chastity. For public harassment I would say that by the high chance of people in their middle ages being the main culprit it’s probably because of the lack of intercourse too. That and anime, not a joke.
