You could change perspective and call Dragonflies the pinnacle of evolution, due to the success of their lineage with almost no deviation for millions of years, a time during which Humans have never reached any point at which they could be said to be evolved perfectly within their niche. Even in a world we have designed around our own biological shortcomings, humans are still adapting, losing useless vestigial anatomy as well as selecting for greater height, facial structure and symmetry and so on.
Complexity could also be defined as how many "lines of code" or DNA is necessary to define an animal's form and function, but Humans are also not the leaders there, and some animals have over 200 times as much genetic material that must be preserved.
You might define a crossbreed of two unique animals as more complex or more evolved because of the complexity involved in sharing traits of two lineages, but instead common logic tells us that this is not the case and the increased cost of sharing two genetic banks results in losing one or both of whatever individual advantages its parents enjoyed.
