How can there be a voltage difference but no current?

I thought V=IR?

Ohm's law only applies when there's any current at all and it's impossible for a current to conduct through air below a certain threshold voltage so it doesn't apply in this context

Look at a fucking 9V battery.
Two terminals, let the negative one be 0V => other is 9V. No current flows unless you plug it in(to your ass), yet there is a very clear voltage difference of 9V.

why would it need to draw current if its already full.

{ignoring ESR and dielectric leakage}
the current threw the globe is constant so none of the capacitors charge is required to supply extra current when the load spikes enough to drop the batteries +V because of that batteries series resistance.

what am I not getting?
