MWI says that any possible universe has to happen, an infinite number of times.

Basically, since you could theoretically have a universe where you're on your deathbed for eternity but never actually die, that has to happen, an infinite number of times.

And since your dog could theoretically become president, that has to occur an infinite number of times as well.

Having an infinite amount of universes doesn't mean everything that can be imagined must occur.
I'll give an example: I can imagine a universe where there aren't infinitely many other universes. Using your example, if infinite universes means every theoretical universe must exist, then there must exist that universe where "infinite universes" is false. A contradiction. So the original claim 'infinite universes means every theoretical universe must exist' is wrong or there aren't infinite universes

Eh, almost anything you can think of has a greater than 0% chance of happening. For example, you might quantum tunnel to the top of the Eiffel Tower in the next three seconds. The odds of this are probably lower than 1/Graham's number, but if MWI it would have to happen.

I don't see what would technically be impossible about a dog being elected president. While this would obviously happen in an infinitesemal fraction of universes, it would have to happen somewhere under MWI.

And the odds of living forever technically aren't zero either. The odds are obviously infinitesemal, but infinitesemal does not actually mean zero.

Keep in mind that's it's unlikely for life at age 1,000,000 to be pleasant. This eternal life under MWI is not at all something to be hoped for.

A dog being president is not impossible. Dogs have been registered as candidates before in the US. It isn't hard to imagine that it might have happened somewhere. And, if a planet was populated by intelligent dogs, then some dogs gotta be the president, isn't it?

You are assuming that anything you can dream of is possible. This is false. Rules of causality, entropy, natural selection, etc. still apply.

The OP just said the dog president universe would have to occur somewhere if MWI is true. He didn't say it would be at all common.
