Because you need an X chromosome. X chromosomes have vital genes not found on the Y chromosome. Whereas the Y chromosome does not have vital genes. The Y chromosome has 55 genes whereas the X chromosome has 900. The 55 Y-genes pretty much just control male specific functions, ie testes development, sperm development

the y chromosome lacks a number of geneses that are present on the x chromosome.
With an XY condition all the necessary genes are accounted for and make for a potentially viable individual.
when you have YY you are missing a bunch of necessary genes and the organism is not viable.

The literature tends to name fusions after the larger chromosome. And when some translocations of Y-genes to the X-chromosome occurs naturally, we still call that chromosome X, and they develop to look like males. So if we did what you want, we'd get an X-chromosome with some Y genes. Probably an X-. So you can have your gigachad X-X- if you like
