Various labs deliver to private citizens, but have some legal constraints. For instance, labs wont sell me methanol for whatever reason, but that i can buy at a hardware store. Anything you cant buy from a lab, you can get as industrial product or medicine, or can be extracted from something or can be synthesized from things you can buy.
