Most academics are extremely left wing and it is academics who propose new guidelines, publish consensuses and classify things rather than working psychiatrists with experience in the field (who are further hamstrung by these "guidelines" and "consensus", unable to practice medicine freely based on their clinical expertise).
So to answer your question, most of psychiatry (not psychology) is science, but occasionally psychiatry is used as a vehicle to promote certain social agendas.
