I heard that getting one of these too close to a static source can damage them in ways that aren't immediately detectable. How do they test for latent failures in integrated circuits like this?

when they are still on the wafer they unit test them. after they've been diced and packaged, they unit test them again

This is an ongoing problem with lots of research directed towards it. I’ve heard of x-ray, heat sensing, the good old test input/outputs, but there is no sure fire way of knowing if an ic failed.

dunno about ICs, but motherboards often have test pads specifically for this kind of thing. Good luck finding documentation on how to use them tho

they just test them a shit ton, with robust enough testing you can get good enough results to ensure reliability. you also setup the device to monitor itself

Typically they don't. Electronics manufacturing is conducted in environments designed to minimize the amount of electrostatic buildup and discharge. If you follow all the anti-static rules, you shouldn't have to worry about components having latent failures caused by static discharge.
Some things that can be done to excite a latent failure are to run the component at the extremes of it's rated operating conditions. Run each part at its maximum and minimum operating temperature and voltage for a number of hours and rapidly transition back and forth.
