Such a campaign done properly and effectively, particularly in the Third World, would likely result in global population growth almost immediately plateauing in less than a decade. Over the course of several decades you'd see the global population gradually go down and down.
Bug-eating is just stupid as fuck and doesn't do anything to fix our problems (too many people, not enough to go round without causing increasing harm to the planet). Whenever any system is made larger or more efficient, populations immediately expand to fill in the available new gaps. Look at the so-called 'Green Revolution' of the mid-20th century and the effects that had on the global population.
You can probably sustainably support 1 to 2 billion people with a Western level of lifestyle and comfort without causing undue stress to the planet. Once you start getting above that level is when you start taking out more than is put in.
