meaning that iq changes over time within a given racial population. if iq is fixed to race, it would not change in a given race over a short period of time. this means that two genetically identical communities can be measured to have different iqs. and since communities are formed based on race (mainly), there is no way to compare two race's iq without also comparing two communities, which is subject to the flyn effect, so one cannot arrive at a conclusion regarding a given races iq compared to another race.
