Bush promoted stem cell research, just not taken from aborted-fetus lines. Adult stem cells were fine. So were cells from lines already harvested.
The whole "controversy" was ginned up by the globohomo (1) to wedge off Bush's moderate supporters and (2) to normalise baby killing.

Because stem cell research at the time was largely embryonic. Other methods weren't as prevalent.

That was what I was getting at but had some ambiguity in my post. Either way, it turned out for the better as we now have many ways of obtaining stem cells.
