They have a terrible track record of verifying their information.
They frequently waste/wasted huge amounts of time, money and manpower on "research" topics that are either such obvious bullshit that any reasonable expert would stop the project before it started, or based on such hilariously bad methodology that any competent scientist would want to hit them with a stick for even suggesting it.
Many of those tasked with leading the research where obvious con-men and pseudoscientists that where good at manipulating, and in particularly scaring non-scientists, and incredibly shit at doing actual science.
There is a reason why even military research uses actual scientists today to oversee research projects, the CIA has always been an expensive joke in this regard.
