Why do people say that either math or physics is the hardest major?

If the math is what makes physics hard, and the math that physics uses is not as hard as the hardest math in pure math, there really shouldnt be a contest in which one is the hardest. The only reason why physics is considered hard is the math, and pure math uses harder math, so then why do people always say that its either physics or math when its obviously math which is the hardest.
