Would the construction of separate hospitals for non-communicable diseases and separate hospitals for infectious diseases help reduce the strain from corona on hospitals, and its overall transmission?

Wouldn't that also provide major benefits going forward in the future, with more potential pandemics, mutations and the release of pathogens from permafrost?
