because you are reading a book on fundamentals, and you build that shit up piece by piece. advanced texts do begin with maxwell's equations because you are expected to already be familiar with them

idk much about electromagnetism but don't Maxwell equations completely describe the theory? So everything one learns before Maxwell (electrostatics, dielectrics, basic potentials, etc.) could be derived from Maxwell, no? It would give a better appreciation of the equations imo

if you know the vector calc required, and you just want to treat it as a mathematical theory and you're also not interested in the physics then sure
