This is the most optimistic squedule for Chinese space program, probably too optimistic, but there will not be significant delays:
2021: Start construction of chinese space station, mission Chang e6 researches water in the selected site for Moon space station.
2022: Build up of materiel in orbit for Moon mission, space ships tested.
2023: Manned mission to the Moon, followed by uncrewed missions, landing habitats, rovers, energy equipment and sabatier machines.
End of 2023/beginning of 2024, assembly of Moon base.
Even if they experience delays, there should be a full operative base by 2025.
