Even choosing "exemplary individuals" is sketch as hell. My family was part of a eugenics experiment cause my great grandma was a genius. The program didn't stick well though because things regressed to a mean very quickly.
The selection of embryos doesn't work that way because selection only matters post trait manifestation. You don't just immediately cull 90% of a litter when it's born if you are looking for intelligence. You have to raise the puppies for years to figure out which are the best combinations of traits. And at that point you are basically just doing genetic engineering-lite anyways.
Eugenics in general is a fairly gimpy way to go about this in my opinion. Like, ideal world? I'd have everyone be reversibly sterilized when they hit puberty and then make them pass a parenting test to ensure they can afford a child and give it the basic tools to be happy like knowing not to drink during pregnancy.
